About CUPE Local 46

CUPE Local 46 is a 1000+ member union that represents the following units; City of Medicine Hat, Town of Redcliff, Cypress View Foundation, Medicine Hat Community Housing Society, and Medicine Hat Public Library.

We were chartered in 1918 as the Medicine Hat Civic Employees Federal Union No. 46. In 1963 we became the Canadian Union of Public Employees Local No. 46.

CUPE Local 46 has a long history of fighting for workers' rights. Local 46 has always been dedicated to fair collective bargaining and enforcing the collective agreements of all our bargaining units.

Jason Fenske started working for the City of Medicine Hat in November of 2004 as a Pump Operator/Millwright for what was then called Water and Sewer Dept. Jason became CUPE Local 46 President in 2022.

Cori Topliffe has been employed with the City of Medicine Hat since 2009, working as a 911 Communications Operator, and in 2024 she moved into her current role as an Operations Supervisor within 911.

Treasurer - Danielle Ellerman

Recording Secretary - Karla Gaetz

Recording Secretary - Karla Gaetz

Danielle Ellerman has called Medicine Hat home for most of her life. Her journey with the city began at 19 when she started working as a lifeguard, a role that sparked her passion for aquatic services. Today, she is the Aquatic Coordinator, overseeing five facilities and leading a team of up to fifty lifeguards.

Recording Secretary - Karla Gaetz

Karla Gaetz was born and raised in Medicine Hat and began working at the Medicine Hat Public Library at the age of 15. She became a Shop Steward in 2022 and then your Recording Secretary in 2023.

CUPE Local 46 is a union dedicated to advocating for workers' rights and improving working conditions in and around the communities of Medicine Hat and Redcliff.


You will automatically become a member of CUPE 46 when you are hired by the City of Medicine Hat, Town of Redcliff, Cypress View Foundation, Medicine Hat Community Housing Society, or Medicine Hat Public Library. To become a member in good standing of CUPE Local 46, get your membership card, and be eligible to vote, you can talk to your shop steward or reach out to us through our contact form.
